Looks rather complicated, but it isn’t. All numbers between 1 and 16 are made up by three different symbols: a small circle, a large circle and an arc.

The small circle counts one, the large circle counts two, the arc counts three. Thus, an arc and a small circle together count four to complete the icon’s first segment.

Likewise, the numbers five to eight are made up in the second segment. Nine to twelve are made up in the third one. And finally, thirteen to sixteen are made up in the final segment.

Each number codified in that way represents a particular meaning within a certain category.
